Max van Praag (1913-1991) was a Dutch singer who had some successful songs in the fifties. For some years he was part of a duo, with Amsterdam 'life songs' singer ('zanger van het levenslied') Willy Alberti.
Some well-known hits were 'When I ring the bell of my bike two times'/'Als ik tweemaal met mijn fietsbel bel' (1949), 'Here come the apples of orange again'/'Daar zijn de appeltjes van Oranje weer' (1953), and 'Along the beach silent and empty'/'Aan het strand stil en verlaten' (1955). Later he opened a chain of vinyl records shops.
The song 'When the bell of Arnemuiden'/'Als de klok van Arnemuiden' (1949) was in an early version written by Hendericus (Hannes) Mengers, an accordionist from Groningen (north-east of the Netherlands).

Later Dico van der Meer re-wrote the whole lyrics and is therefore nowadays considered as the textwriter. The new version was first published in 1948 on a broadsheet (single music sheet).
It's still sung today by shantychoirs. Many singers and groups have recorded the song (like the Havenzangers and the Straatzangers), but the most famous version is the recording of Max van Praag (1949).
Arnemuiden is a small city in the province of Zealand/Zeeland, in the south-west of the Netherlands. Because of land reclamation it's no longer situated at the seaside, but it still has a fleet of fishing boats in other harbours.
